  This website is dedicated to making small businesses aware of a variety of incentive programs available to companies that were located below 14th Street on 9/11/01 or have moved or are considering moving to Lower Manhattan post 9/11/01. We have developed an incentive calculator, which will help determine potential benefits from four of the major programs in place for revitalizing Lower Manhattan.  
Please note that benefits calculated by this website are purely estimates. Until you have filed applications and received final approval from the appropriate authorities, you cannot be assured of the exact amount of benefits you may receive.

*Please note that as of the current date the Internal Revenue Service has ruled that grant funds received under these programs will be subject to income taxes. Given the complexity of each user’s tax situation, it is not possible to reasonably tax effect grant proceeds. Therefore, each user should discuss tax implications of receipt of grant monies with their tax advisor.

In order to estimate the potential benefits, you will be asked to answer questions such as where your business was located on 9/11/01 and post 9/11/01, details about your leases, and other information about your business. A pro-forma of estimated savings will then be calculated for you. However, to determine the exact amount of eligibility or savings, application(s) will need to be completed and processed by Empire State Development Corporation. Program grant applications are available online (click above) or from the walk-in centers located at 2 Rector Street or 140 William Street.
