ACCION New York
In its efforts to offer technical assistance, ACCION New York will concentrate on those small businesses located below 14th street that have received loan and grant capital through the organization’s American Dream Fund, which was established in direct response to the events of September 11th.
The primary focus will be on providing one-on-one assistance that meets the specific needs of each client. This will include support in such areas of cash flow management/budgeting, marketing, and business planning. ACCION will work to ensure that businesses are connected to disaster relief efforts downtown. Businesses will have access to ACCION’s established network of specialty service providers in such areas as law, accounting, and government relations. ACCION will also collaborate with other organizations to reach businesses beyond this main target population.

Alliance for Downtown New York, Inc.
As part of the Technical Assistance Service Grant program, the Alliance for Downtown New York will increase the scope and reach of its existing technical assistance programs that have been in place since September, 2001. The Alliance will dedicate a staff person to the program to become an expert in all of the rules and regulations pertaining to the incentive/compensation programs available at the City, State and Federal level, as well as privately run loan and grant programs. This person will field constituents’ questions on these programs and provide updates on all new programs or modifications to exiting ones. He/she will also act as a professional advisor to small businesses that require more detailed individual assistance.
Also as part of this program, The Alliance will retain one or more accounting and law firms for the purpose of providing specific technical advice to small businesses. The Alliance will work to keep its retail and cultural data current as part of a larger mapping project for Lower Manhattan. As well, it will conduct seminars for professional groups to educate them on the incentives available to businesses.

American Management Association International
The American Management Association International (AMA) will provide a series of educational and informational seminars on varying topics to assist small (<200 employees) businesses in Lower Manhattan with business recovery. These seminars will be developed based on the most pressing needs of the small business, and will primarily be delivered in an instructor-led, live training format.
Through these programs, the AMA is hoping to foster economic growth in Lower Manhattan by providing information and skills to increase the viability and productivity of small businesses.

Asian American Business Development Center
The Asian American Business Development Center (AABDC) established a walk-in center to assist small businesses located in Chinatown and its vicinity with recovery and redevelopment. As part of this program, the Chinatown Financial Assistance Center will provide a comprehensive program of financial and business management assistance (completed loan and grants applications, etc.). In addition, educational workshops and seminars will be held to provide information and hands-on technical assistance to small businesses in need of recovery help. AABDC will employ a variety of outreach and marketing techniques (newspaper, radio and television announcements, etc.) to ensure the participation of a large number of businesses.

American Women’s Economic Development Corporation
American Women’s Economic Development Corporation’s (AWED) Women’s Business Survival Program is an effort to meet the recovery needs of women business owners located below 14th Street. As part of the Technical Assistance Service Grant program, AWED will provide intensive recovery services to women owned businesses. These services will be delivered as one-on-one counseling sessions as well as in comprehensive training sessions-- emphasizing financial resource identification, strategic/business planning, marketing/sales management, financial management, technology training, and networking. In addition, information, advice, and assistance will be provided to women business owners seeking recovery grants and loans. The impact of disaster recovery assistance programs on women-owned small businesses will be tracked and documented to provide a record of effectiveness.

Asian Women in Business
Asian Women in Business’ (AWIB) technical assistance plan is to provide marketing and public relations consulting services to service and retail businesses located below 14th Street. This effort -to help bring customers back to Chinatown- will be for businesses primarily dependent on a non-resident customer base.
AWIB will provide one-on-one technical assistance to improve individual marketing and public relations, including outreach, and will work on a group basis with similarly situated businesses to encourage collaboration in industry-wide marketing and public relations campaign. Types of assistance offered, at a site in Chinatown, will include: developing marketing plans, identifying public relations opportunities, coordinating joint marketing campaigns, identifying outside resources, implementing the business plans and referrals for assistance.

Business Outreach Center Network, Inc.
The Business Outreach Center Network will deliver intensive technical services to micro-enterprises and small businesses with up to 10 employees located in Lower Manhattan, with a focus on community-based businesses between 14th Street and Canal Street.
Committed businesses will receive financial management and strategic planning assistance. There will also be access to real estate guidance, pro bono legal assistance, workforce development, credit counseling, loan procurement assistance, and business-to-business links. A service agreement will be developed for each business outlining service goals and the roles of each party for the project.

Chinatown Manpower Project Business Outreach Center
The Chinatown Manpower Project Business Outreach Center (CMP-BOC) will provide assistance to small businesses south of 14th Street that have been impacted by the events of September 11th, specifically those within Chinatown. CMP-BOC will draw upon its experience working with culturally and linguistically diverse business owners to provide relevant, understandable recovery information to those with limited English proficiency.
CMP-BOC will address the needs of small businesses through a combination of training sessions, seminars, roundtable discussions, and one-on-one counseling. Group programs will emphasize such topics as business planning, leadership skill development, customer base expansion, cash flow management, financing, and marketing. Individual assistance will involve an in-depth intake and assessment process designed to identify specific client needs. All programs, both group and individual, will encourage the development of detailed action plans.

C.W. Shaver & Company, Inc.
In an effort to increase the financial capabilities and fundraising skills of individual artists, arts-related businesses and organizations that provide cultural services and products to Lower Manhattan’s tourism industry, to the general public and to businesses,C.W. Shaver & Company, in coordination with the Lower Manhattan Cultural Council (LMCC), will perform a variety of services.
These services cover a wide range of topics and include: developing and presenting a series of workshops to provide pragmatic information, practical skill building and other information for affected businesses and organizations. Compiling content from these workshops into informative formats suitable for publication and distribution as print and/or multimedia. C.W. Shaver will also provide one-on-one recovery financing and fundraising clinics for affected businesses, and organizations. Finally, they will work with LMCC to stabilize and financially strengthen its ability to respond to highly impacted cultural constituencies.

Greater Blouse, Skirt & Undergarment Association
The Greater Blouse, Skirt and Undergarment Association (GBSUA) is a non-profit membership organization of garment factories dedicated to strengthening the competitive advantages of the New York garment industry. The association has 150 members whom employ 11,000 minorities and women in the Greater New York Metropolitan Area.
GBSUA will work with garment factories in Chinatown to provide four types of technical services: 1) educate factories on basic business practices, 2) offer seminars on public and private September 11th relief programs, 3) prepare business recovery plans 4) develop and implement marketing campaigns for apparel made in New York.
GBSUA plans to partner with other community organizations, when appropriate. The GBSUA will administer their proposed relief programs and training sessions through a resource center located in Chinatown.

JIL, LLC (LifePal Business Network)
As part of this program, JIL, LLC (LifePal Business Network) will assist many different types of small companies in Lower Manhattan-- specifically insurance agents, restaurants and bars, courier and messenger services, travel and tourism agencies, and executive car services.
Through group workshops and counseling, the services to be provided include: strategic business advisory and accounting assistance, recruitment services, relocation and lease negotiation, and assistance in accessing federal disaster funds.

Lower East Side District Management Association, Inc.
This program is designed to provide business outreach, business assessment, and facilitation of available disaster assistance programs for the over 400 small businesses covered by the Lower East Side Business Improvement District.
This program will include active one-on-one business assessment, followed up by additional on-site visits and other technical assistance, as needed. This assistance will include: assessing needs, determining appropriate benefits, assisting in completing grant and loan applications, following up on completed applications, and trouble shooting, expediting and problem solving.
Some of the tools and resources that will be utilized to accomplish these goals include: an integrated set of marketing materials, referrals to appropriate partners, a dedicated hotline, consulting services and a tracking and monitoring process.

MBAs 4 NYC, Inc.
MBAs4 NYC Inc., committed to marshalling the talent of resources of the New York Metropolitan area’s MBA alumni community, will assist small businesses south of Chambers Street by providing advisory and consulting services in order to foster sustained economic growth in Lower Manhattan. The targeted businesses, viable and profitable prior to September 11, 2001, will have 40 or fewer employees.
This assistance will be achieved primarily through two programs: 1) Renaissance Program- in which volunteer consultants (MBAs) in conjunction with each client business develop individualized Action Plans; and 2) Business Solution Program –where businesses identify a specific problem that can be addressed by one or two consultants during a defined period of time anticipating a direct, short-term achievable result.

The New York Software Industry Association
The New York Software Industry Association (NYSIA)’ s focus for this project is assisting with redeveloping and strengthening the capabilities of software and information technology (IT) companies located south of 14th Street. The business types for which technical services will be provided include software development companies, information technology companies, web development companies and computer technology companies. NYSIA will inform companies already in their database (members and non-members) of the services for this program and will seek to identify others.
The types of technical services NYSIA will provide to IT businesses as part of this project includes: loan and grant assistance/information (including grant writing); marketing development and assistance; financial analysis; and financial and operational recommendations for small IT businesses.

Nonprofit Finance Fund
As part of a continuing effort to help nonprofit organizations located in Lower Manhattan rebuild their operations in the aftermath of September 11th, the Nonprofit Finance Fund will embark on the second phase of its Nonprofit Recovery Fund. Under this program, the Nonprofit Finance Fund will provide financial assessment, strategic planning and advisory services to nonprofit organizations located below 14th Street in New York City.
Nonprofit Finance Fund will follow-up with the nonprofit organizations it provided assistance to during the 9 months immediately following the attack on the World Trade Center. As well, the Fund will reach out to other non-profit organizations in Lower Manhattan. The core services to be delivered will be Financial Health Status Reports-- which, after analyzing each organization’s financial history and current financial status-- will identify primary areas of concerns, corresponding risks, and recommendations by the Fund. Additional one-on-one financial planning assistance sessions will be provided to help client organizations focus on such specifics as monthly cash flow, program benchmark identification, income/expense projections, appropriate asset allocation, financial oversight, and business planning. Nonprofit Finance Fund will also hold informational sessions and assist businesses with grant writing and partner with other organizations as necessary.

NYPIRG’s Community Mapping Assistance Project
NYPIRG’s Community Mapping Assistance Project (CMAP) will launch an online mapping service to attract tourism back to lower Manhattan. The project will help to bring people downtown by making it easier for them to locate the exact sites and services they need, thereby helping local businesses and cultural destinations achieve their recovery and redevelopment goals.
The mapping service, to be built and maintained by CMAP over a two-year period, will use the wealth of information collected by several downtown business improvement districts to help market the many activities, services, and destination sites in lower Manhattan. CMAP will work closely with Downtown Alliance, Lower East Side BID, TriBeCa Organization, and perhaps other groups to incorporate into the map the information maintained by these groups regarding cultural activities, retail/food stores, tourist sites, community programs, and other local services. Also to be included are transportation routes and stations based on data from the MTA, Port Authority, and local services.
The online service will enable users to pinpoint the locations of sites they plan to visit, or stores they want to shop at, or transit routes they need to take. The service also will provide thematic maps created automatically based on user input to show the locations of all sites of a particular category in a certain neighborhood or ZIP Code, or within a given distance from a building or subway stop. A visitor using the online service will be able to click on each location on the map and obtain detailed information about it.

Renaissance Economic Development Corporation
In an effort to assist small businesses with less than 10 employees in Chinatown impacted by the events of September 11th and its aftermath, Renaissance Economic Development Corporation
(EDC) will offer technical services designed to facilitate small business stabilization and recovery. Both on-site one-on-one technical assistance sessions and group seminars will be provided. Renaissance EDC will work to help businesses access relief funds, and help with general business concerns including bookkeeping, and legal issues. Services will be offered in a variety of foreign languages including Cantonese, Mandarin, and Bengali.

ReSTART Central II
ReStart Central II will promote the revitalization of Lower Manhattan by helping small businesses located below 14th Street employing primarily 1 to 50 full-time employees rebuild through an individualized, case management approach. Each client company will be assigned a Business Advocate. Seminars, one-on-one counseling, and newsletter/website updates are all means by which ReSTART II will deliver services to clients. Some of the services provided will be:
· Matching client companies with technical services; including legal, insurance, real estate, accounting, marketing and counseling assistance donated by corporate sponsors and other donors.
· Educating small businesses on the various grant and loan programs sponsored by other groups and also the non-financial technical assistance programs sponsored by other groups.
· Conducting industry seminars on specific topics, where a need is not being met by other programs.

Seedco
Seedco is a national nonprofit community development intermediary founded in 1986. As part of its participation in the program, Seedco will expand the technical assistance component of its Lower Manhattan Small Business and Workforce Retention Project
(LMSBWRP) which provides a comprehensive set of support services for small businesses including financial assistance, employment retention and business support services such as insurance, legal and real estate consultation.
Seedco will reach out to a minimum of 200 small businesses in need of recovery assistance. They will provide 6 targeted workshops and one-on-one technical assistance services --business assessment and loan/grant applications for a minimum of 100 small businesses, including garment manufacturers, small grocers, and service businesses.

TenantWise.com
As part of this program, and to promote and increase the number of businesses located in Lower Manhattan, TenantWise.com will create an interactive search engine to assist businesses in locating available real estate in the area below 14th street. The website, to incorporate existing programs and incentives, will provide an online ‘calculator’ for the prospective tenants to immediately estimate the savings available through federal, state; city and private sources.
TriBeCa Organization, Inc.
To support the revitalization of TriBeCa, the TriBeCa Organization will create a comprehensive urban brand and marketing program. This campaign will increase awareness of TriBeCa’s unique attributes and encourage businesses to commit to the area. Both short and long term tactics will be employed to establish TriBeCa as a leading destination for potential business owners, workers, residents, and visitors. Before embarking on the campaign, a Qualitative Research study will be conducted to better understand current perceptions of the neighborhood. Using this information, a strategy will be developed and specific promotional tools will be created. In an effort to create a distinct identity and lead revitalization of the TriBeCa neighborhood, a public relations plan and advertising materials will be developed with widespread community involvement. As part of this program, The TriBeCa Organization will provide data to NYPIRG's Community Assistance Mapping Project.
Wall Street Rising
As part of its efforts to help restore the vibrancy and vitality to Lower Manhattan, Wall Street Rising will implement the Destination Downtown program. Through this program, technical assistance (assistance with lease, accounting, etc.) will be provided to prospective retailers and other businesses that may be interested in establishing retail locations in Lower Manhattan.
In addition, Wall Street Rising will survey retailers and present data in a Destination Downtown resource book to be distributed to real estate brokers, landlords, prospective retailers, and retail associations. Included in the book will be demographic data, descriptions of the area’s attributes, a listing of vacant retail space, details regarding recently signed leases, and information about available city and state incentive programs. Wall Street Rising will also conduct a series of panel discussions to inform targeted businesses on specific topics.
Women’s Venture Fund
The Women’s Venture Fund will concentrate its technical assistance efforts on small service and retail-apparel businesses with less than 20 employees located below 14th Street. Selected companies will be provided the following services among others:
- Entrepreneurial Training- Educational series exposing small retailers to business revitalization techniques.
- Recovery Focused Consulting Services- Planning and development for implementing strategic initiatives and action plans.
- Collaborative Promotional Initiatives- Joint campaigns will be developed for businesses in need. WVF will also develop the marketing materials.
- Emotional and Psychological Support- Individual and group counseling for business owners still experiencing trauma-related symptoms.
